HB 1518

Give a brief history of our fight for driver's licenses. Explain HB 1518 and its three pillars: safety on our roads, economic impact, and privacy protections. Talk about how not having a license affects Pennsylvania families daily - and how it contributes to the deportation pipeline. Highlight the urgency.

Governor Shapiro

The Coalition has been in conversation with the Governor's office since he took office. A meeting was set for October but was cancelled indefinitely. Despite direct conversations, he has met with others on immigration but has not met with the stakeholders leading these demands. He cannot implement the full bill alone - but he can act on the privacy protections in Section K.

The truth about privacy

ICE already has access to state databases. By not passing HB 1518, our communities are in danger right now - especially those with TPS, asylum cases, and DACA who already have information in DMV databases. Requiring a judicial warrant for ICE access protects the privacy and civil liberties of all Pennsylvanians, regardless of citizenship status.

Reflection questions - after watching the video together

Use these questions to connect what people just watched to the action they're about to take. Let people share - this is where the personal becomes political.

  • What stood out to you? Was there a moment in the video that hit close to home - for you, your family, or someone you know?
  • Pennsylvania used to allow all residents to get a driver's license regardless of status. In 2003, that changed. How does knowing that history change how you see this fight?

Use the Coalition's presentation to give your community the context they need - the history, the bill, the demands, and why this moment matters.

You don't need to be an expert. This guide walks you through every step, and DPF organizers are available to support you at your event.

Set the tone - this is community, not a lecture

Slides 1, 4-5 Introduce yourself and your organization. Then introduce the Driving PA Forward Coalition - a statewide coalition led by immigrant communities fighting for driver's licenses for all, regardless of immigration status. Ask everyone to share their name and why they came.

As a facilitator: Let people know this is a shared action, not a formal training. If the group is bilingual, acknowledge both languages and let people participate in the language they're comfortable with.

The human story

Ground it in real life - Pablo Sosa and the system

Slides 2-3 Share Pablo Sosa's story. A Luzerne County father, husband, and worker. A man who built his life here, raised his family here, contributed to his community. Police arrived at a routine fender bender. He did not have a driver's license. He was arrested by local police and turned over to ICE. He was detained at Pike County Detention Center and deported later that night. His family was left behind.

Then widen the lens: "Pablo's story is not an exception. It's the system." Without a driver's license, a broken taillight can end in deportation - tearing families apart.

As a facilitator: This will hit close to home for many people. Give space. If someone wants to share their own story, let them. This is where the personal becomes political. Then bridge to action: "This is why we're here today. Not just to talk about it - but to do something about it. Together."
Important framing note: If someone in the group brings up the idea that "these are people without criminal records" or frames the argument around who deserves protection based on criminal history - gently reframe. Our argument is about the humanity and dignity of all immigrants, not about separating people into "good" and "bad" categories. Every person deserves to drive to work, take their kids to school, and live without fear. That is our message.

The history of our fight

From inclusion to exclusion - and our wins

Slides 6-9 Walk through the Coalition's values: leadership from the community, unity and collaboration, faith and commitment. Then the timeline - before 2002, PA allowed all residents to get a license. Post-9/11, that changed. In 2009, PennDOT tried to cancel thousands of existing licenses - the community organized and fought back. The Coalition officially formed in 2018. Share the wins: statewide parade, 26 House sponsors, Senate bill introduced, hearings held, active in 15+ counties.

As a facilitator: People need to know this fight has a long history with real progress. Name the wins. Let people feel the momentum. This is not new - we've been building power for over a decade.

The numbers, the problem, and who benefits

Slides 10-12 Ground the room in the data:

Ask the room: "Who benefits from this system? The workers? Pennsylvania's families?"

As a facilitator: The $9 fact always gets a reaction - anyone, including ICE, can buy your personal data from PennDOT for $9. Let people sit with that. In rural communities, the agriculture numbers matter - 75% of PA's agricultural workforce is foreign-born. This is about food on everyone's table.

The solution: HB 1518

The bill, privacy protections, and three tiers of safety

Slides 13-16, 18 Explain HB 1518: standard, unmarked license. Same road test, eye exam, requirements as everyone else. Apply using an ITIN - no Social Security Number required. Privacy protections: no ICE sharing, separate database, no status on the card, civil rights remedy with legal penalties. Three tiers of safety: safer roads, safer interactions with law enforcement, family safety.

The economics: $2.76M-$4.14M in Year 1 revenue. $13 million over 3 years. 19 states plus DC have already done this.

As a facilitator: People will ask questions. "Won't this let undocumented people vote?" No. "Isn't this too risky?" The bill has the strongest data protections of any state. Slide 18 has common questions and facts. Don't be defensive - let the facts work. If you don't know an answer, say "great question - let me connect you with the Coalition."

Why we're calling, the demands, and the truth about privacy

Slides 19-20, 24 The Coalition has been in direct conversation with Governor Shapiro's office since he took office. A meeting was set for October - then cancelled indefinitely. He has met with others on immigration but has not met with the stakeholders leading these demands.

Be clear: The Governor cannot fully implement the driver's licenses bill - but he can act on the privacy protections in Section K.

Their response
"We are worried about allowing immigrants to obtain a driver's license and having other agencies access their information - specifically ICE."
The truth
ICE already has access to state databases (JNET, CLEAN, NLETS). By not passing HB 1518, current PA residents are in danger - especially those with TPS, asylum cases, and DACA who already have information in DMV databases. Requiring a judicial warrant protects all Pennsylvanians.
As a facilitator: Name the broken promise clearly. Then frame the demand: remove ICE access to state databases without judicial warrants and end Pennsylvania's collaboration with ICE. Remind the room: organized communities equal power. Support does not equal power. We build the power that makes it impossible for the legislature not to act.

La historia humana

Diapositivas 2-3 Comparte la historia de Pablo Sosa. Un padre, esposo y trabajador del condado de Luzerne. Un hombre que construyo su vida aqui, crio a su familia aqui, contribuyo a su comunidad. La policia llego a un choque menor. El no tenia licencia de conducir. Fue arrestado por la policia local y entregado a ICE. Fue detenido en el Centro de Detencion de Pike County y deportado esa misma noche. Su familia quedo atras.

Amplia la perspectiva: "La historia de Pablo no es una excepcion. Es el sistema." Sin licencia de conducir, una luz trasera rota puede terminar en deportacion - separando familias.

Como facilitadore: Esto tocara a muches en el grupo. Da espacio. Si alguien quiere compartir su propia historia, dejalos. Aqui es donde lo personal se vuelve politico. Haz el puente a la accion: "Por eso estamos aqui. No solo para hablar - sino para hacer algo juntes."
Nota importante sobre como enmarcar: Si alguien en el grupo trae la idea de que "estas son personas sin antecedentes penales" o enmarca el argumento en torno a quien merece proteccion basandose en historial criminal - reenmarca con cuidado. Nuestro argumento es sobre la humanidad y la dignidad de todes les inmigrantes, no sobre separar a las personas en categorias de "buenos" y "malos." Cada persona merece conducir al trabajo, llevar a sus hijes a la escuela, y vivir sin miedo. Ese es nuestro mensaje.

The side with power names the event. They choose the words that shape how everyone else sees it. When communities reclaim the story — the community wins.
